What was to happen if any of the scape goats returned to Jerusalem?

My short answer is, the people freaked out - it was a bad omen.  However, since the scape goat symbolically bore the sins of Israel, it should not have been viewed as such a surprise if the scape goat returned to Jerusalem from the wilderness, as sin would always be present among the people until the time that God provided the final atonement for the sins of the world.  (Of course, even among the saved today, the sin nature still pervades.)  Even Jesus, the real, true provider of atonement for sin, said he would return at the end of time, so from a Christian perspective the return of the scape goat would have been expected.
